I wish there was a simple answer to this, but there really isn't. But if we
put ourselves in their shoes we can possibly get a sight idea. Imagine that a earthquake destroyed all of Baltimore, killing
possibly 100,000 people, and leaving over a million homeless and with only the cloths that they are wearing. What would you
need?
